The Truth and Myth of PEG in Cosmetics

Polyglycol ethers (PEG), also known by other names like polyethylene glycol, polyoxyethylene, and polyoxyethylene glycol, are ingredients commonly found in cosmetics and personal care products. However, there are often myths and misconceptions surrounding their use and safety. Let’s dive into the facts behind the myth of PEG in cosmetics and the current regulations that govern their use in leave-on and wash-off products.


What is PEG in Cosmetics?

PEG stands for polyethylene glycol, a compound created through the polymerization of ethylene oxide. The number following “PEG” (e.g., PEG-8, PEG-1000, PEG-150) refers to the molecular weight or size of the PEG molecule. Lower numbers (e.g., PEG-8, PEG-12) indicate smaller molecules with lower molecular weight. Higher numbers (e.g., PEG-150, PEG-1000) indicate larger molecules with higher molecular weight. PEG is mainly used in cosmetics for its ability to act as an emulsifier and solubilizer. It is found in a wide range of personal care products, from facial cleansers to moisturizers, shampoos, conditioners, and even sunscreens.

The Myth About PEG in Cosmetics

One of the most common myths is that PEGs are harmful or toxic to the skin. However, the reality is that PEGs, when used within regulated limits, are considered safe. PEGs have a low risk of skin irritation. Despite the fact that PEGs (polyethylene glycol) are generally considered safe when used within regulated limits, the perception of their potential risks has been fueled by several factors. These include misunderstandings, concerns over impurities, and misinformation. Let’s explore why some people believe PEGs are unsafe.

Concerns Over Impurities (Especially 1,4-Dioxane)

One of the primary reasons people began to associate PEG with safety concerns is the potential presence of 1,4-dioxane, a byproduct formed during the manufacturing process of PEG. While 1,4-dioxane itself is not typically an intentional ingredient, it can remain as a contaminant in products that contain PEG. 1,4-dioxane is classified as a potential carcinogen, but it’s important to note that PEGs used in cosmetics are typically purified to remove such contaminants to safe levels. Additionally, 1,4-dioxane levels are regulated by government standards and retailer clean lists to ensure they remain within safe limits.

The law also sets a limit of 10 ppm for the concentration of 1,4-dioxane in cosmetics, effective December 31, 2022.

“Clean” at Sephora and Ulta guidelines

  • The concentration of 1,4 dioxane in a leave-on cosmetic product (Creams, Lotions, Serums, etc.) should be less than 3 ppm (0.0003%).
  • The concentration of 1,4 dioxane in a rinse-off cosmetic product (Shampoos, Body Washes, etc.) should be less than 10 ppm (0.001%).


The ingredient I typically use in the lab is documented in its specification sheet, which indicates the level of dioxane content. For example, in the case of PEG-40 Hydrogenated Castor Oil, even if applied directly to the skin, it contains no more than 10 ppm, or 0.001%. However, in cosmetic formulas, such ingredients are often used in concentrations that do not exceed 5%. In such cases, the amount of 1,4-dioxane in the final product would only be 10 ppm * 0.05=0.5 ppm, which is way below the safety limit.

As mentioned earlier, PEGs are not inherently dangerous when used within regulated limits. The presence of PEGs in cosmetics is not a red flag, as long as manufacturers adhere to safety standards and ensure the absence of harmful contaminants like 1,4-dioxane.

Misinformation and Fear of “Chemical” Ingredients

In the age of natural beauty trends and the rise of “clean beauty,” many consumers became increasingly wary of synthetic or “chemical” ingredients. PEGs, being petroleum-derived and highly processed, became a target for those advocating for natural alternatives. The term “polyethylene glycol” itself sounds scientific and technical, which led to the assumption that these compounds were harmful or “unnatural.”

As people sought to avoid “chemicals” in their products, PEGs became synonymous with danger, despite their regulated and safe use in the cosmetic industry. This fear was fueled by misinformation in blogs, social media, and various “toxic-free” beauty movements, which often emphasized the potential harms of synthetic ingredients without fully explaining their safety profile or proper usage.

Environmental Concerns

Another reason PEGs became viewed as unsafe is due to concerns about their environmental impact. Some early reports suggested that PEGs and their derivatives were not easily biodegradable, which led to worries about their accumulation in water systems. However, it’s important to note that PEGs are water-soluble and typically biodegradable, so the actual environmental impact is minimal, as long as proper disposal and wastewater treatment practices are followed. Unfortunately, the initial fear around PEGs, fueled by misinformation, overshadowed these facts.

The use of PEGs in cosmetics is well-regulated, and when used appropriately, they are considered safe for both leave-on and wash-off products. By understanding the facts behind PEGs (also known as polyethylene glycol, polyoxyethylene, or polyoxyethylene glycol) and debunking common myths, consumers can make informed decisions about the cosmetics they choose.

If you’re ever unsure about a product’s safety, look for brands that prioritize transparency, use safe concentrations, and avoid harmful byproducts. Refer to Sephora and Ulta’s Clean products, as they feature brands that meet high standards for safety and ingredient integrity, ensuring the exclusion of potentially harmful substances.
